Cam Hui wrote a article in 2009 to identify the beaten up stocks which are ready to rise. This was his criterion

You find these stocks by running a screen: The candidates have to be low-priced (between $1 and $5), they have to be beaten-up (down by 80 per cent or more in a year), they have to have market capitalizations of $100-million or more (suggesting they were once going concerns), and they have to show signs of insider buying.

I am trying to build a filter but how do I identify insider buying ?

You can't scan for insider buying in SF. You would have to look up
that information stock per stock.

CLOV is one that comes to mind. It has a market cap of
$1.7 billion has dropped more than 80% and a member
of the board, Chelsea Clinton, bought shares at around
$2.63.

I bought at that time and it is up nearly $1.00 / share.
