Does any one know the filter phrases to shortlist stocks that don't meet a criteria? Here is an example

I like those first two lines of code. I use in a Guppy filer where it compares the EMA (3) to the EMA(13). It gives a real good look at historical past where the Guppy bubble was at before there was a uptrend correction.
