Gene,
I had to uninstall IE-9 on my wife's computer a couple weeks ago. Every web page she visited would eventually hang (not just SF). There was clearly a compatibility issue with some other software on her computer (anti-virus perhaps??).
In Win7, you can go to "Programs and Features" in control panel and on the left hand pane and select "view installed updates". Find IE-9 and uninstall. My wife has been running IE-8 fine ever since.
I use Mozilla Firefox and it works well. They have frequent updates as well.

I think the DMA will change daily until the offset value is reached. In this case -5. I believe a moving average is used looking forward to fill in the DMA value to current day. See example below.

The high in comparison to the DMA 5 days and beyond may not be the same as current day. Meaning the entry signals specified may not be reliable. (The stoch crossover would still be valid but not the high less than DMA.) Please correct me if I am wrong.
One way to verify would be to write down the DMA value every day. After six days, compare the current day DMA with what you have wrote down.

I've added bollinger bands to the daily and weekly HL ratio. Signals occur when the HL_ratio line crosses the upper and lower bands.
data used: # of stocks making 52 week highs/lows
