Maybe try this:

Fetcher[
market is not OTCBB
show stocks where close is > ma(13)
and ma(3) > 2% above ma(13)
and MACD Fast Line (12,26,9) crossed above MACD Slow Line (12,26,9) in the last 2 days
and RSI(14) has been increasing for 1 day
and volume has been increasing for 1 day
and Average Volume(10) > 1000000
and draw ma(3) on plot close
and draw ma(13) on plot close
]

and close > MA(40) in the last 10 days

Trying to eliminate head fakes after the MACD Fast Line has hit a 52 week low.

and Average Volume(30) > 100000
and price is above 1
and MACD Fast Line(12,26,9) reached a new 52 week low within the last 2 weeks
and MACD Fast Line(12,26,9) crossed above MACD Slow Line(12,26,9) within the last 3 days

This is what I have come up with so far.

volume > 200000
price between 1 and 10
MACD Histogram(12,26,9) equals 52 week low
MACD fast line(12,26) is approaching MACD slow line(12,26) from below
and stocks where shares outstanding is below 20
add column MACD Histogram(12,26,9)
add column MACD Histogram(12,26,9) 1 day ago
]

Actually I would have to figure the avg between the high and low for 52 weeks and then values for the low 2x lower than the avg. Sorry if I am confusing anyone.
