What is your favorite means of evaluating a list of sectors for a monthly rotation strategy?

Taking the sector ETF and running it through free stock charts. for example, UWT is really getting ready to pop. weekly averages are rounding out, 4 hour crossed over. I think oil is about ready for the run. I used to look at what Fidelity said as for overweight or underweight but technicals trump opinion.
